Procurement of Services

The procurement of construction and consulting services at Manchester-Boston Regional Airport is governed by the Procurement Code of the City of Manchester. The Procurement Code is contained in Chapter 39 of the Manchester, NH Code of Ordinances - Title III: Administration.

Manchester-Boston Regional Airport utilizes several methods for providing current information to potential contractors, consultants, and the general public. The Airport Website is used to provide notice of bid opportunities, and to provide all information required to pre-qualify for bidding. Advertising to solicit interested firms is also done on an annual basis in the New Hampshire Union Leader on a Sunday, Monday, and Tuesday, typically sometime in January or February of each year. Additional projects, not covered under the annual solicitation, may be advertised at other times during the year. Pre-qualified bidders and those awarded contracts will be listed under Pre-Qualified Contractors and Awarded Contracts.

Consulting Services

It is the Airport's intent to have a number of consulting firms under contract at all times. These "on-call" consulting contracts enable the airport to move quickly in response to the ever-changing environment at the Airport. The Airport prefers to contract with engineering and architectural consulting firms on a multi-year basis.

The process for selection generally begins with a solicitation for qualifications from interested firms. The Airport may then select a firm, or firms, based on the submitted qualifications, or depending on the complexity of the services being sought, may request proposals from a "shortlist" of candidates. The firm, or firms, may then be selected from the proposals or interviews may be conducted if it is in the best interest of the Airport. In all cases, the criteria for selection are made part of the solicitation process in an effort to assist firms in presenting their qualifications. Firms are selected based on qualifications and are categorized based on the type of experience the Airport is seeking.

The Airport currently holds multiple contracts for the following:

  • Airside Civil
  • Landside Civil
  • Electrical, Environmental
  • Residential Sound Insulation Program (RSIP)
  • Architectural - Terminals and Buildings
  • Architectural - Parking Garages
  • Geotechnical/Materials Testing Survey
  • Land Survey
  • Laboratory Testing

The Airport will seek professional services for various other professional services such as Part 150 Updates, Master Plan Updates and various studies on an as-needed basis.

Advertising for these solicitations is typically done in the New Hampshire Union Leader on Sunday, Monday and Wednesday. Depending on the solicitation, ads are sometimes placed in The Boston Globe as well.

Construction Contracts

Although the Airport may choose to utilize any of the methods allowed by the City Procurement Code, we have typically utilized the sealed bid process for airfield and landside civil projects and construction management for buildings. Design-Build may be utilized for projects when the Airport deems it to be the optimal method of project delivery. Construction Managers and Design-Build firms are selected based on qualifications following a process similar to the process utilized for the selection of consultants.

A Pre-qualification process is used by the Airport to pre-qualify contractors who may be interested in bidding on a variety of upcoming projects throughout the year.
